Decommissioning an Ammonia Refrigeration System

Cold storage and food processing facilities across Florida and the Southeast run on ammonia. When one of those facilities closes, the refrigeration system is the first thing that has to be dealt with and the item most likely to delay everything else.
Why ammonia is different
Halocarbon refrigerants are recovered into cylinders by a certified technician and taken away. Ammonia is a different proposition: it is toxic, it is flammable in the right concentration, large systems hold thousands of pounds of it, and a release is a serious event with consequences well beyond the property line.
Systems above threshold quantities also fall under process safety management requirements, which brings documentation, procedures and training obligations that a straightforward equipment removal does not.
The sequence
Inventory and assessment. How much ammonia is in the system, where it is, what condition the vessels and piping are in, and what documentation exists. On facilities that have been idle, the answer to the last question is frequently "not much", which slows everything.
Recovery. Ammonia is recovered from the system by a qualified contractor, either for reuse, resale, or disposal. This is specialised work and it is not something a general demolition crew does.
Purging and neutralization. Residual ammonia is purged from vessels and piping, and remaining traces neutralised. Verification that the system is clear is documented, and that documentation is what allows anything else to proceed.
Isolation. Systems are physically isolated and de-energised, with lockout applied and verified.
Equipment removal. Only now does anything come apart. Compressors, vessels, evaporative condensers, evaporators and piping are removed — and the good equipment comes out intact rather than being cut apart.
Structure. The insulated panel systems and then the building.
Where the schedule goes wrong
The recovery step is the constraint. Qualified ammonia contractors are not on every corner, the work is scheduled around their availability, and the volume of refrigerant determines how long it takes. Assuming this is a week and finding out it is a month is the most common planning error on a cold storage closure.
The second is documentation. Where records of the system are missing — charge quantity, drawings, PSM documentation — establishing what you have takes time before anything can be planned.
Equipment value is substantial
The reason to do this properly rather than quickly is that ammonia refrigeration equipment holds real value. Screw compressors and packages, reciprocating compressors, evaporative condensers, pressure vessels, control panels, motor control centers and the electrical distribution supporting the plant all have functioning secondary markets.
Equipment removed carefully, with the disconnection done cleanly and the machine kept intact, is worth several times the same machine cut apart for scrap. On a large cold storage plant that difference is a very large number.

The insulated panels
After the refrigeration comes out, the insulated panel system is its own scope. Panels are bulky, difficult to recycle, and generate volume out of proportion to their weight, which affects hauling more than most people anticipate.
Some panel systems in good condition have resale value for reuse in other facilities. Most do not. It is worth asking rather than assuming.
What an owner should do first
Find the documentation. Charge quantity, system drawings, PSM records, maintenance history, and any prior incident records. That package determines how quickly a qualified contractor can plan the recovery, and assembling it is the single most useful thing an owner can do before making any calls.
Then start the recovery contractor conversation before the demolition conversation. The refrigeration schedule drives the project schedule, not the other way around.
